The emergency department (ED) at York Hospital implemented a new ED information system (EDIS) using this methodology:
- Identify "as is" state using swim-laned workflows
- Validate with front line staff
- Design "future state" incorporating best practices
- Use the future state to design the EDIS and ED dashboard.
Abstract
All other major industries have adopted formalized business improvement methods (such as lean Six Sigma), systems engineering tools (such as simulation modeling), and the application of information and communications technologies to improve the delivery of goods and services to customers. The recent third report from the Institute of Medicine, "Building a Better Delivery System: A New Engineering / Health Care Partnership," provides a framework and plan of action for a systems approach to health care delivery.
As stated in on page 63, in section four of that report, information and information exchange are crucial to the delivery of care on all levels of the health care delivery system. The implementation of a new EDIS allowed management and staff of the York Hospital emergency department to adopt a systems approach to the design and installation of a new EDIS. This systems approach, combining operational analysis with IT design, includes the development of an ED dashboard to assist in managing the real-time delivery of ED services; and the opportunity to implement future improvements using systems engineering and other systems control tools. This presentation will describe their journey, key deliverables and milestones, and important lessons learned
